action request , why suffix htm?

See someone write code in such a :
action = "$ {basePath} / shop / micro_blog_center / save.htm"
corresponding method is to shop here below microBlogCenterAction class package following the save method , I want to ask is , where the suffix htm What does it mean ?
Also, why do I add parameters [ action = "$ {basePath} / shop / micro_blog_center / save.htm? messgae = 2323 & url = 2323" ] request is not successful ?
